Senior Procurement Executive – IFM, M&E & Engineering Services

MST Facilities is a growing Integrated Facility Management (IFM) company specialising in M&E engineering, HVAC, building maintenance and technical facility services.

As our business continues to grow, we are strengthening our procurement function and looking for an experienced Senior Procurement Executive to take ownership of supplier sourcing, subcontractor management, commercial negotiation and procurement activities supporting our IFM contracts, engineering services and projects.

This is a hands-on commercial procurement role. We are looking for someone who can work closely with our Operations and Engineering teams to identify the right suppliers and subcontractors, negotiate competitive commercial terms, manage vendor performance and ensure materials and services are delivered on time.

Key Responsibilities:
Supplier & Subcontractor Sourcing:
  • Identify, evaluate and develop reliable suppliers, subcontractors and service providers for IFM, M&E, HVAC, building maintenance and engineering works.
  • Build and maintain a strong supplier/subcontractor network across the locations where MST operates.
  • Source alternative suppliers to improve competitiveness, reduce supply risk and avoid over-dependence on individual vendors.
  • Conduct supplier pre-qualification and coordinate the onboarding and certification process.
  • Maintain up-to-date supplier profiles, pricing and commercial information.
Commercial Procurement & Negotiation:
  • Manage the full procurement cycle from requirement → sourcing → quotation → commercial evaluation → negotiation → approval → PO → delivery/completion.
  • Obtain and evaluate competitive quotations and prepare clear commercial comparisons and recommendations.
  • Lead negotiations on pricing, payment terms, lead times, warranties, service rates and contractual conditions.
  • Benchmark market prices and identify opportunities for cost savings and cost avoidance.
  • Develop longer-term purchasing arrangements and supplier agreements where commercially beneficial.
  • Ensure procurement decisions achieve the right balance between cost, quality, delivery and operational requirements.
M&E / IFM Procurement:
  • Support procurement requirements for M&E and HVAC equipment, spare parts, consumables, maintenance services, specialist engineering works and projects.
  • Work closely with Engineering and Operations teams to understand technical requirements before sourcing.
  • Source suitable specialist contractors for M&E, HVAC, electrical, mechanical, building maintenance and other facility services.
  • Review supplier quotations and identify unusual pricing, scope gaps, exclusions or commercial risks.
  • Support procurement for both planned requirements and urgent site requirements.
Subcontractor & Vendor Performance Management:
  • Monitor supplier and subcontractor performance covering cost, quality, delivery, workmanship, responsiveness and service levels.
  • Follow up closely on delayed deliveries, incomplete works, quality issues and service failures.
  • Work with Operations and site teams to resolve vendor issues and implement corrective actions.
  • Manage under-performing vendors and recommend improvement actions or replacement suppliers where necessary.
  • Maintain supplier performance records and provide regular updates to management.
  • Develop strategic relationships with key suppliers and subcontractors to support MST's growing business.
Contract & Service Vendor Management:
  • Support the preparation, negotiation and administration of subcontract, service and supply agreements.
  • Ensure supplier and subcontractor contracts accurately reflect:
    • Scope of work
    • Site/location
    • Contract period
    • Pricing/rates
    • Deliverables
    • Payment terms
    • SLA/KPI requirements
    • Relevant commercial and compliance requirements
  • Support management of multi-year service contracts and outsourced vendors.
  • Ensure vendors remain compliant with contractual and company requirements.
  • Work with Operations and Finance to resolve contractual, commercial and payment issues.
Procurement Cost Control & Reporting:
  • Monitor purchasing prices and maintain appropriate price benchmarks for frequently purchased materials and services.
  • Track procurement savings, cost avoidance and price movements.
  • Identify opportunities for supplier consolidation, bulk purchasing and improved commercial terms.
  • Prepare procurement reports, cost analysis, supplier performance reports and management updates.
  • Provide management with commercial insights and recommendations on procurement decisions.
Procurement Governance & Compliance:
  • Ensure procurement activities comply with MST's procurement policies, approval procedures and ISO requirements.
  • Maintain complete and accurate procurement documentation and audit trails.
  • Ensure suppliers and subcontractors meet relevant commercial, technical, statutory and compliance requirements.
  • Work with internal stakeholders to identify and manage procurement risks.
  • Maintain accurate procurement, supplier, contract and pricing information in the company's ERP/procurement system.

Requirements:
  • Diploma or Bachelor's Degree in Procurement, Supply Chain, Business Administration, Engineering or a related discipline.
  • 3–5 years of relevant procurement/purchasing experience.
  • Strong experience in supplier/subcontractor sourcing, commercial negotiation and vendor management.
  • Experience in IFM, M&E engineering, HVAC, building services, construction, manufacturing or engineering services is highly preferred.
  • Experience managing service contracts, subcontractors and multi-site procurement is an advantage.
  • Good understanding of M&E/HVAC materials, equipment, spare parts, maintenance services and engineering works is highly advantageous.
  • Strong commercial awareness with the ability to evaluate quotations, understand cost structures and negotiate effectively.
  • Good knowledge of procurement processes, supplier evaluation and contract administration.
  • Experience using ERP/procurement systems and Microsoft Office is an advantage.
  • Good command of English; Bahasa Malaysia is an advantage.
